Chief Financial Officer

You will be responsible for formulating, overseeing, implementing and achieving the financial goals, objectives and budgets of the Kuala Lumpur-Singapore High Speed Rail Project (“the Project”).  You will partner the Board, management and other stakeholders to provide financial leadership in the management and development of financial and financing strategies, financial plans and financial performance to ensure financial sustainability and managed risks in the delivery of strategic goals/objectives of the Project.

Primary Responsibilities:

  • Ensure all fiscal and fiduciary responsibilities are met in consultation with the Board, Board Sub-Committees, management team, parent company and parent company’s reporting Ministries
  • Develop and effectively implement finance strategies to manage risks, ensure financial sustainability and achieve strategic objectives
  • Provide sound financial advice and direction in business development, investment, project financing, project management, accounting, tenders and other business perspectives
  • Provide strategic financial information, key insights and recommendations to Board and senior management on financial sustainability and performance in tandem with changing project requirements, economic environments, geo-politics, and other business environments
  • Provide leadership in the finance and accounting functions of the Project including, financial planning and control, corporate finance and treasury management, strategic financial management, accounting systems, enterprise financial and accounting services, etc.
  • Establish dynamic and robust financial, accounting and budgetary frameworks and procedures to achieve effective utilization of funds and compliance with good corporate governance practices
  • Develop strong financial operations structures and define roles and accountabilities to maximise performance
  • Provide direction in the development and maintenance of reliable and robust financial systems for the accounting of revenue, expenditures, assets and liabilities, the processing of payments and receipts, and effective financial planning
  • Provide oversight in the development/maintenance of effective and robust controls/reporting and monitoring mechanisms for dynamic cash flow projections
  • Build adequate financial resources to enhance cash positions in readiness for new business areas, including sourcing for cost-effective and sustainable project finance from government, PPP and other funding sources
  • Establish, implement and review efficient and effective financial and accounting frameworks, policies, processes, procedures and internal controls for compliance and good governance
  • Proactively instil financial discipline and adherence to good governance in the ethos of the Project
  • Tertiary qualifications in Accounting or equivalent
  • At least 15 years of experience in a senior management position with good knowledge of financial management, financial planning, infrastructure project financing and PPP, with strong appreciation of organizational objectives
  • Mature and commercially astute with strong management and leadership attributes
  • Analytical and resourceful with strong oral and written communication skills

Requirements:

  • Tertiary qualifications in Accounting or equivalent
  • At least 15 years of experience in a senior management position with good knowledge of financial management, financial planning, infrastructure project financing and PPP, with strong appreciation of organizational objectives
  • Mature and commercially astute with strong management and leadership attributes
  • Analytical and resourceful with strong oral and written communication skills
